If 100% of fees generated would be going to ve(3,3) lockers, does that mean that LPs without ve(3,3) will be earning 0%. In that case, is there a criteria for ve(3,3) to deposit LPs, else wouldn't people just prefer to lock ve(3,3) without providing LP and still be able to earn all the fees, and they are not subjecting themselves to IL.
